WEBELOS 1 & ARROW OF LIGHT
The name Webelos scouts has a special meaning for cub scouts. It means We'll Be Loyal Scouts.
The Webelos Scout program, for boys who have completed the third grade (or are age 10), is filled with activities and outdoor fun. Everything in the Webelos Scout program is more challenging than the things the younger boys in the pack do. Webelos Scouts are still in Cub Scouting. They take part in Cub Scout pack meetings, events, and outings. But the Webelos den also makes its own plans and enjoys many activities that the younger Cub Scouts don't get to do. They also meet and work more with Boy Scout troops and learn the Boy Scout Oath, Motto, etc. in preparation for their transition to Boy Scouting.
Instead of working on achievements and electives as other boys in Cub Scouting do, Webelos scouts work on activity badges and the Arrow of Light Award, which is a bridge to Boy Scouting. The 20 activity badges, divided into five groups:

Besides earning activity badges, Webelos scouts can earn the compass points emblem. This emblem is awarded after a Webelos Scout has earned seven activity badges. For each four activity badges a Webelos Scout earns after that, he receives a compass pointeast, west, north, and south.
As with all ranks, new cub scouts first earn their Bobcat badge, before earning their rank badge (ex: Webelos).
After earning the Webelos Badge, and while working on the Compass Points Emblem, Webelos scouts will work toward achieving their Arrow of Light Award. This is the highest rank in Cub Scouting and the only Cub Scout badge that can be worn on the Boy Scout uniform when a boy graduates into a troop. Earning this rank in Cub Scouting is truly a source of pride and accomplishment for a Webelo scout.
Webelos scouts have the option of wearing the blue Cub scout uniform with the blue Webelos badge or the Boy Scout khaki uniform with the tan Webelos badge.
